Why this happens

Outlook's internal send queue can get jammed when a message fails to initiate, or you may be inadvertently working in an offline state. Moving the message out of the queue resets the trigger for the MAPI subsystem.

Steps

    Check the bottom status bar for 'Working Offline', and if present, navigate to the 'Send/Receive' tab and click 'Work Offline' to toggle it off.
